Abstract
This project work deals on“The impact of welfare scheme on the motivation of workers in public service” using CBN Dutse branch office as a case study. The aim of this study is to examine the welfare scheme enjoyed by workers performance in CBN Dutse branch office also to determine the extent to which this welfare scheme motivate workers performance in CBN Dutse branch office. However, the need for this study lies on the fact that the provision of staff welfare scheme will motivate the workers for greater performance toward efficiency and effectiveness. This research project is divided into five chapters, chapter one details on the introduction, statement of problems, chapter two discusses the literature review while chapter three deals on the research methodology and design. Chapter four discusses data presentation and analysis while chapter five deals on recommendations and conclusion.

1.0 INTRODUCTION
1.1 Background of the Study
The need for welfare scheme as a motivation tool on workers in public
service cannot be over emphasized. Public as well as private enterprise tends
to increase productivity in their work place and welfare scheme and package
have great influence as it can be used as one of the measure to motivate
workers in public services.
Government provides services or facilities to their workers not only on
humanitarian bases but also because of pecuniary gain derivable from such
services of facilities.
However, it is good for government to be genuinely interested in the
welfare of his workers anxiety, worries, family and financial crisis suffered
by workers do adversely affect their performance. It is therefore in government
interest to assist in removing or reducing these problems and making the
workers comfortable while at work. Welfare scheme to be provided by government
must as much as possible reflect his good intension towards his workers rather
than worker perceiving such services as a right or entitlement.
The Central Bank of Nigeria (CBN) is the central bank
and apex monetary authority of Nigeria established by the CBN Act of 1958 and
commenced operations on 1 July 1959. The major regulatory objectives of the
bank as stated in the CBN Act are to: maintain the external reserves of the
country; promote monetary stability and a sound financial environment, and act
as a banker of last resort and financial adviser to the federal government. The
central bank's role as lender of last resort and adviser to the federal
government has sometimes pushed it into murky political controversies. After the end of colonial rule, the desire
of the government to become proactive in the development of the economy became
visible, especially after the end of the Nigerian civil war, the bank followed
the government's desire and took a determined effort to supplement any show
shortfalls, credit allocations to the real sector. The bank became involved in
lending directly to consumers, contravening its original intention to work
through commercial banks in activities involving consumer lending.
The mandate of the Central Bank of Nigeria (CBN) is
derived from the 1958 Act of Parliament, as amended in 1991, 1993, 1997, 1998,

The CBN Act, 2007 of the Federal Republic of Nigeria
charges the Bank with the overall control and administration of the monetary
and financial sector policies of the Federal Government.
The objects of the CBN are as follows:
i. ensure monetary and price stability;
ii. issue legal tender currency in Nigeria;
iii. maintain external reserves to safeguard the
international value of the legal tender currency
iv. promote a sound financial system in Nigeria;
v. Act as Banker and provide economic and financial
advice to the Federal Government.
Consequently, the Bank is charged with the
responsibility of administering the Banks and Other Financial Institutions Act
(BOFIA), 2020, with the sole aim of ensuring high standards of banking practice
and financial stability through its surveillance activities, as well as the
promotion of an efficient payments system.
In addition to its core functions, the CBN has over
the years performed some major developmental functions, focused on all the key
sectors of the Nigerian economy (financial, agricultural and industrial
sectors). Overall, these mandates are carried out by the Bank through its
various departments.
Yes CBN has a multiple number of branches throughout
the 36 States of Nigeria including Jigawa state at Dutse local government with
full capacity to functions, and it has workers that deserve welfare schemes and
motivation for more productivity.
1.2 Statement of F the Problem
In early days of cooperation activities government sees no need for
welfare scheme. They do not tend to motivate their workers as there was no
measurement on workers performance and motivation was far from serving as a
means of increasing productivity. Hence workers were responsible for the
provision of all welfare they needed at this stage workers were not well
remunerated and their welfare was not at the organization diary. Government
went home with at profits pretending to offer essential services while the
workers bears agony alone in case of lose and work condition at the work place.
The emerges of theories ushers in series of common research which
developed schools of thought thereby giving management and trade union sense of
becoming on the effect of welfare scheme on motivation of workers performance,
but the case remains the provision and its implementation by the government and
its administrators, partly because on places where they are introduced, there
are problems associated with its impact on the motivation of workers while in
many other place they were ignored or worst still does not exist because they
are not seen as a measure to increase productivity. Problems associated with
the impact of welfare scheme on the motivation of workers have led to failure
of its administration or implementation.

The following are the research questions
1. To what extent does welfare scheme motivates the workers ofCBN Dutse
breach ?
2. What are the welfare schemes employed by the workers ofCBN Dutse
breach ?
3. Is there any relationship between welfare scheme and workers performance?
1.4 Objectives of the Study
In pursuance of this research work, the following are the objectives of
the study.
1.To identify welfare scheme enjoyed by workers of CBN Dutse breach.
2.To find out the welfare scheme employed by workers of CBN Dutse
breach.
3.To examine the relationship between welfare and workers performance.
1.5 Significance of the Study
The administrators government agencies machineries and academic have not
helped on laying solid foundation for the formulation if adequate measure tends
not to motivate workers.
However, these studies will help to established or addressed the
problems associated with provision as well as implementing welfare scheme
towards motivation all these tends to have created problems of choice in
administration of different strategies in achieving the desired goals. This
study is therefore, set to use empirical data on Dutse to model as well predict
possible measure for easy implementation. This study will be significant in
this ways.
The findings will be of use in extending the body of existing knowledge.
This would be of great benefit to different individuals groups, policy makers,
researchers government and its agencies.
Moreso, future or further researchers would in no small measure find
this a useful spring brood from which they can lunch themselves into the field
for more investigation.
1.6 Scope of the Study
The
coverage area of this stage in Central Bank of Nigeria, Dutse branch in which
the impact of welfare scheme on the motivation of workers is focused.
The
choice of CBN Dutse branch is necessitated by the fact that it may not be very
easy under prevailing economic conditions to study all the firms in the
institution.

MOTIVATION: Is the willingness to exert high level of effort
towards organizational goal conditional by the effort, ability to satisfy some
individual need.
PECUNIARY: Relating to or connected with money
PRODUCTION: The rate at which a worker, a company or a country
produces goods and the amount produced, compared with how much, work and money
is needed to produce them.
REMUNERATED: An amount of money that is paid to somebody for
work they have done.
PREMIER: Most important famous or successful.
WELFARE: Statutory procedure or social effort designed to
promote the basic physical and material well being of people in need.
WELFARE SCHEME: A large scale systematic plan or arrangement for
attaining some particular object or putting a particular idea into effect.
PUBLIC SERVICE: Is a service which is provided by government to
people living within its jurisdiction either directly (through the public
sector) or by financing provision of services.
