INTRODUCTION
In this contemporary period, the economic status of
countries as reflected in their level of effective productivity in the public
service, has been the basis for their classification into developed and developing
countries. The developed world had through the attainment of qualitative and
quantitative economic management. been able to exploit science and technology
to create wealth. provide technical service and materials for an improved
quality of lie as well as» administrative machinery.
The fundamental problem of the public service in
developing countries 25 traceable to an economic system of that nation that
made them depending on the developed and industrialized world.
The preponderance of economic and financial Crimes

money from the treasury by public servants cyber rime, and so on has severe
negative consequences on Nigeria, including decreased foreign direct investment
in the country and tainting the countries National wage. The menace of
corruption and the recognition of the magnitude and gravity of the situation
led to the establishment of anti-graft agencies to prevent corruption
tendencies.
However, all these anti-graft agencies were empowered
to prevent‘ investigate prosecute and penalize all economics and other
financial crimes. In this respect, mismanagement in the public services which
has been the
Prominent features of the Nigeria Public service the
establishment of the EFCC to complement the existing agencies of government
such as the ICPC, Code of Conduct Bureau to erase corruption in the public
service and Nigeria at large so that we can live in a corrupt free society,
where everybody is given equal right to participate in the decision making
process of governance, eradicate, ethnic and rival acceptance formular for
distribution of our national resource.

1.1
BACKGROUND TO THE STUDY
Although people
tend to treat that corruption is a sun of the public sector alone, it is not so
because corruption also exist in the private sector. Indeed, the private sector
is involved in most of the corrupt practices by the government officers
particularly in Nigeria. a corrupt practices that are carried out
internationally that involves huge amount of money involves people in the
private. Any political system that does not extol the ethnics values of probity
transparency, accountability, personal efficiency at work, but further extols
favours, individual breed and promote corruption. The underlying.
Aassumption here is that the less privilege may require
welfare attention and help but not justice. Corruption is also derives from the
processes or situation of unusual
temptation which confront ordinary people. In this scenario, corruption is seen
as a consequences of social system that rewards persons in political position
and power same and riches as against the ”result of defect in character or
cultural values. The assumption underlying this theory is that public office
holder are like any other human being susceptible to corrupt practices as long
as there is no any formidable institutions or person to check him or her.
Moreover, since the act is system wide he is not
expected to be honest when and where every other person is stealing.
There is also the theory that government is made up
such that governmental activities and corruption are inseparable.
Politics in this sense employs strategies for
political conveniences that entail corruption for example, the strategy of
lobbying, public relations and selective negotiations with some groups such as
trade unions, companies or international corruption related strategies.
The foregoing however shows that corruption stands for
anything that is not right or rightly done, anything that violates the
obligation that public agent have to their principles or any transaction that
are against the law of the land.
1.2

1.6
SCOPE
OF THE STUDY
From the various definition and
description of corruption, this project further looks. at corruption in Nigeria
from its multidimensional angles and scope, with financial corruption at the
most commonly recognized. Other forms of corruption which are not necessarily
or which are less detrimental to the society include fraud. Extortion,
gratification inflation of contracts, kick-backs, over invoicing of goods,
payments for works or supplies not satisfactorily done or even not done at all,
abuse of due process in the award of contracts, deliberate award of contracts
to self, proxies, or favored relations, embezzlement, falsification of
examination results, money laundering, certificate racketeering and forgery,
adulteration of goods marketing of fake and or sub-standard products abuse of
office in its various forms and guises.
Corruption also includes political
godfather-ism, rigging of census and election result failure to fulfill
election promises, holding on to power against the will of the people, tax
evasion and avoidance. drug trafficking, falsification of age, false
declaration of assets by those in political offices, human rights abuse and the
likes,
Illegal acquisition of property, mis-use
of public friends, deliberate delay of official files, destruction of documents
to suppress information and the like come under the preview of corruption women
offering themselves to men for carnality in order to gin one advantage or the
other, cyber cafe’, Internet and other electronic frauds, illegal allocation of
oil blocks and other natural resources to self and to others by the power be is
nothing but corruption. In fact, the above mentioned is in exhaustive as there
are still some more numerous and dynamic ways and means through which corrupt
acts and practices are carried out in the Nigeria society which hinders
national development.
Though corruption connotes negativity, but
even then, when one looks at it very critically one could draw out some
seemingly positive outcomes of corrupt practices as private benefits of
corruption, but the bitter truth there is that the wealth acquired through
corruption is like vapour which escapes into the air at the slighted
Opportunity or dew which disappears in the face of the heat
of the sun, or wax which melts away in the face of the heat of the sun or side
such to be happy about.
1.7
LIMITATION OF THE STUDY
The researcher would have loved to go far
and wide into the research works but were limited by in adequate time as it was
carried out during the working hours and the limitation was also coupled with
financial constrains which also made it difficult to conduct an in-depth research
on this topic.
However, this research work is limited by
so many factors, which include the materials of this academic researcher, which
is a difficult one to get.
As much as it is difficult to get, the
data that are relevant to the topic of this project, it is indeed frustrating
to note that the fight against corruption as a national development in the
government is not a popular area of research work.
Fund is very necessary as a means of
transport fare to collect data, administer questionnaire and interview resource
persons hence the research work is also faced with the problem of fund.
Equally important is the hostile attitude
of staff in the public sector organizations where oral interviewers were
conducted and questionnaire administered. They see the oral interview as robing
and such as not ready to volunteer any information for the security of their
job.
Other minor limiting factors of this
research which the researcher cannot over look include minor family issues,
attending prayers and places of worship and other social obligations which
cannot be ignored.
