CHAPTER ONE

INTRODUCTION

1.1     Background of the Study:

Corruption has been a major problem facing Nigeria since independent. It has devastatingly ravaged our socio-economic, cultural and political life as a nature. Its managing evil was the major factor that prepared the country’s maiden coup which over threw the first republic and other subsequent coups that occurred keeping hammering on corruption for their hand-over.

It is also a deadly which today manifests itself in all area of our national life, destining and stunting our political, economic and social growth. Corruption is a global phenomenon. It is endemic in all government and it is not peculiar to any continent, ethic group or religion. Since corruption is a global phenomenon, it is peculiar to Nigeria.

In Nigeria socially, corrupt practices has transcend every stratum. The socio-economic and political system itself Even the churches are not totally free from corrupt practices. There is no reason saying that corruption is the progress of any nation and number one enemy of development. When it eats into the fabric of any socially, it retards both economic, social development and distorts political programme. It has become one of our major exports and that is the reason why Nigerians are suspiciously monitored around the America and Europe like devils, that is to say that corrupt practices by Nigerians are not restricted within Nigeria.

It is against the nature of corruption that this research work is poised towards having a general overview of the pattern of and nature of corruption in Nigeria under Obasanjo’s regime (2003-2007) administration.

In our society today, corruption has become the hallmark, not only weakened the moral of Nigeria, it has wreaked havoc on the body politics with the result that the count1'y’s achievement has received little recognition.

“Corruption has subverted the rule of law, eroded confidence in the judiciary. Undermined Nigeria’s ability for self development, discouraged the habit of industry, discipline, honesty, dedication and hard work and made nonsense of public accountability in Nigeria” Ezeani (2003).

Nigeria has been voted by transparency international in their perception index as the most corrupt nation in the world. Despite all this shameful label, the country has not been able to break free from solution with which corruption has tried down her future. It is true that corruption is the root of all the problems. Nigeria is facing today and unless Nigerians unite to wage a sincere war against this problem, there will be no lasting solutions to the nations many troubles.

Corruption: Corruption according to the oxford advanced learner dictionary 2000;26l) is seen as illegal or dishonest behaviour especially of people in ability, the act of making somebody change from moral to immoral standards of behaviour.

Development: Development is when every people shows the capacity for independence increasing their ability to live a more satisfactory life through exploiting the resources of nature, Redney (1972) He also said that development cannot be purely on economic affairs but rather as on overall social process which is dependent upon the outcome of man’s effort to deal with his natural environment.

According to Abah (2000) sees development as the means of improvement to make change for the better, higher income or better living standard that is, to say that increase in the quantity of goods and services available to people for the quantity of the lives.

National Development: National development can be seen as the advancement in political, social and economic sector and institution of a nation. Mostly it relates the social amenities and infrastructure development by the government to improve the living condition of her citizen. National development can also be understood, in terms of efforts towards improving social amenities and infrastructures etc that are necessary to the citizens of a state like health care, quality education, good water, electricity, good road etc for the betterment of the people’s well being (Oladeji 2004:l4) says that National development is an unending process. It passes from age to age and changing standard based on what is obtainable at a particular point in time.
