ABSTRACT

This project is titled "a critical condition of the impact of leadership style on organisational performance" in Nigeria, a case study of Jigawa state. This project is all about leadership and its impact on development in Jigawa state. It also focuses on the history, political and governance of Jigawa state. Questionnaire and interview were used to collect data from 50 respondents in civil service commission. Behavioral contingency theory were used. The results of finding have revealed that the most effective strategy for the leadership is to have humanity, unity, kindness and integrity. And the objective of the study is to check and balance development to examine leadership style and its impact of government in Jigawa state, to access the performance of Jigawa state government. The significance of the study is to access and analyze the impact of leadership style toward development of the people. And also the method used to carry out this research work is as follow; research design, population, sampling technique, and methodology of data analysis. The recommendation of the study is to generalize the citizen to be enlightened on their civil right and obligation to know the benefited they are to derived from leadership and their own duty to the state and will fulfill their expectation. Also this project work tries to look at the relationship between effective and leadership and development of Jigawa state in a holistic plat form: I was able to arrive at the conclusion that looking at leadership of Jigawa state. 1999-date indicates many phases of development. One can agree that good leadership can positively affect organization, structure and governance.

INTRODUCTION

1.0 BACKGROUND TO THE STUDY
The research work is an extensive appraised of leadership and also to analyze the impact of leadership performance in an organization. In any organization, there are objectives, or goals to be achieved, the attainment of these goals depend largely can effect leadership. To C.A Cote (1995:46) leadership can be described as an influence the others to contribute voluntary to the achievement of groups task in a give situation. A leadership most therefore somebody who can inspire, include, motive coordinate, plan and above all be influence.

Leadership style is a key determinant of the success or failure of any organization. A leader is person who influences,  directs,  and  motivates others  to  perform specific  tasks and  also  inspire  his  subordinates for efficient performance towards the accomplishment of the  stated  corporate  objectives.  Leadership style is the   manner   and   approach   of   providing   direction, implementing plans, and motivating people. According to Ngambi et  al.  (2010)  and  Ngambi (2011),  cited  in  Jeremy  et  al.(2011), leadership  is  a process  of  influencing  others’  commitment  towards realizing their  full  potential  in  achieving  a  value-added,   shared   vision, with   passion   and   integrity.  The nature of this influence is such that the members of  the  team  cooperate  voluntarily  with  each  other  in order  to  achieve  the objectives which  the  leader  has set  for  each  member,  as  well  as  for  the  group.  The relationships between the leader and employee, as well as    the    quality of employees’ performance,    are significantly influenced by the leadership

1.1 BACKGROUND OF THE STUDY
Researcher has examined leadership skills from a variety of prospective. Early analyze of leadership from the 1900s to the 1950s, differentiate between leadership and flower characteristic. Finding that no single trait or combination of traits. Fully explained leadership abilities, researcher then begin to examine the influence of the situation on leader’s skills and behaviours. Subsequent leadership studies attempted to distinguish effective from non effective leaders these studies attempted to determined which leadership behaviour where exemplified by effective leaders. To understand what contributed to making leaders effective researcher used the contingency model in examining the connection between personnel trait, and leader effectiveness. Leadership studies of the 1970’s and 1980’s once against focused on the individual characteristics of leaders which influence their effectiveness and the success of their organizations. The investigations led to the conclusion that leaders and leaderships are crucial but complex component of organizations. 

1.2 STATEMENT OF THE PROBLEM
A lack of leadership is a goal thing, for business and for society, this is not a throw away statement; there is a deep scatted problems which leadership in that it is currently widely conceptualized, taught, and understand in terms of the exemplary individual and their special ability to produced enhanced organizational performance.   

This approach dominate the management literature and suggestion that leaders and seen as “something different” or special. This concept is deeply flawed and has from arguably, contributed to a divorce of big business from social worth, this can lead to damage to the societies and communities  in which  organization operate and upon when their action and decisions impact, the failure of the banking industry is just one example.
 
In this organizational leadership has moved away from Adam smith notion of a naturally moderated self interest and a concern for others the result has been instability in organizations and in society as leadership approaches pull utilitarianism balance sheet and profit before social wrath. 

We need to reconsider leadership and challenges its divorcee from social worth. Tom do so, we can consider without what leadership looks in organizations whose value is primarily in their far-reading social, worth, not their monetary value. There are, by definition, unconventional organizations.

1.3 AIMS AND OBJECTIVES OF THE STUDY
1. The objective of these study is to examine the style of leadership and its impact of governance in Jigawa state to appraise leadership organisational performance and development in Nigeria which Jigawa state as case study 

2. The critically assist and evaluate the failure and success on every regime briefly.

3. To check and balance development well of the entire regime.

4. To assess the performance of Jigawa state government.

1.4 RESEARCH HYPOTHESIS
1. Some of our leaders are autocratic leaders 
a. They completely dominant their subordinate 
b. They centered on production and have no regard for subordinate opinion and feeling.

2. Positive leadership has no impact on organizational perform to its maximum capacity.

3. Organizational performance can be reflected by impact of its leadership.

4. The impact of leadership on organizational performance is maximal and it has little effort.

1.5 SIGNIFICANCE OF THE STUDY
The important of this study is to access and analyze the impact of leadership style toward the development of the people. Since development could be especially at grass root level. If leader are secured and protected, they will be able to lead effectively and their leadership style will affect live positively.

1.6 SCOPE AND LIMITATION 
All the relevant people that were in high position that could be interviewed by the researcher where either unavailable, due to grant me the desired interview as they said that as public servants, they are not be heard built only to be seen.

Therefore I could not exhaust in totality all relevant bodies that needed to be interviewed. Time constraint and finance were two other factors that limited this work. 
Never the less, the researchers reach out to most of the important persons and equally got the objective response to make this work a scientific research. 

1.7 HISTORICAL BACKGROUND 
Jigawa State created out of the old Kano State in August 1992is one of the 36 states in Federal Republic of Nigeria. The agitation for the creation of the state was led by MalamInuwa-Dutse, a former commissioner in the Ministry of Agriculture and Natural Resources during the governorship of late Audu Bako , the governor of old Kano State (comprising present Kano and Jigawa states). By the 1999 Constitution of Federal Republic of Nigeria, the state comprises 27 local government councils, which are divided into 30 state constituencies, grouped into 11 federal constituencies and 3 senatorial districts. These 27 local government councils were further subdivided into 77 development areas by law No. 5 of 2004 of the State House of Assembly. In line with the democratic setting in the country, the governments at both the state and local government levels are elected, and comprise an executive with a unicameral legislature. The state legislature has 30 elected members each representing one of the state constituencies. 

Jigawa State is one of thirty-six states that constitute Federal Republic of Nigeria. It is situated in the northwestern part of the country between latitudes 11.00°N to 13.00°N and longitudes 8.00°E to 10.15°E. Kano State and Katsina State border Jigawa to the west, Bauchi State to the east and Yobe State to the northeast. To the north, Jigawa shares an international border with Zinder Region in The Republic of Niger , which is a unique opportunity for cross-border trading activities. The government readily took advantage of this by initiating and establishing a free trade zone at the border town of Maigatari in Niger .

Topography
The state has a total land area of approximately 22,410 square kilometres. Its topography is characterized by undulating land, with sand dunes of various sizes spanning several kilometres in parts of the State. The southern part of Jigawa comprises the basement complex while the northeast is made up of sedimentary rocks of the Chad Formation. The main rivers are Hadejia, Kafin Hausa and Iggi Rivers with a number of tributaries feeding extensive marshlands in north-eastern part of the State. Hadejia – Kafin Hausa River traverses the state from west to east through the Hadejia-Nguru wetlands and empties into the Lake Chad Basin.

Population
About 3.6 million people inhabit Jigawa State. Life expectancy as at 2001 was about 52 years with a total fertility rate of about 6.2 children per woman of childbearing age (a little above the national average). Although population of the state is predominantly rural (90%), the distribution in terms of sex is almost equal between male (50.8%) and female (49.2%). This pattern of population distribution is same across various constituencies and between urban and rural areas. The 2002 CWIQ Survey indicated that 45.2% of the population was made up of young people below the age of 15; 49.0% between the ages of 15 and 59 while 5.8% were people aged 60 and above. This survey reveals a dependency ratio of almost 1; meaning that there is almost one dependent to every economically active person in the population.

Languages
The Bade language is spoken in Guri LGA, theWarji language is spoken in Birnin Kudu LGA, and the Duwai language is spoken in Hadejia LGA. Major languages are Hausa and Fulani. 

Religion
98.9% of the population in Jigawa State are Muslim, while 1.1% are Christians .

1.8 DEFINITION OF THE TERMS
The following key concept has been defined accordingly as used in the study. 

1. Leadership: is the ability to inspire or influence others towards the setting so everyone feels empowered to contribute creatively to solving the problems. 

2. Style: is a manner of doing something or is a principle according to which something is designed.

3. Impact is the measure of the tangible and intangible effect (consequences) of one things or entity’s action or influence upon another’s or is an impinging or striking especially of one body against another’s a forceful contact or onset; also the impetus communicated in or as if in such a contact. 

4. Performance: an act of staging or presenting a play concern, or other form of entertainment. Or is the accomplishment of a given task measured against present knows standards of accuracy, completeness is deemed to be the fulfillment of an obligation in a manner that releases the performance from all liabilities under 

1.9 PLAN OF THE STUDY
This research project has been described based on chapter from one to five 

Chapter One: This chapter will consist of introduction, background of the study area, statement of the research problem, aims and objectives, research hypothesis, significance and purpose of the study, scope and limitation and definition of the key terms, plan of the study.

Chapter Two: This chapter contain the literature review and theoretical framework, introduction, the role of personnel management, manpower planning, objective of manpower planning recruitment, selection and placement, training and development, motivation (general employee welfare) theoretical frame work, that is system theory.

Chapter Three: However this chapter contains research methodology, introduction, research design, and population, type of data and its sources, sampling and procedures and method of data analysis.

Chapter Four: It contain data presentation, interpretation and analysis and interpretation

Chapter Five: The last chapter is these chapters which contain summary, conclusion and recommendation, bibliography and appendix (questionnaire design).
