Abstract
This study which attempt to examine “The role of Small Scale Enterprises” in creation of employment in Jigawa State the researcher need to adopt descriptive statistics source of primary data using questionnaire conducted in Jigawa State the findings of the study which were made are as follows; Small Scale enterprises are employment in Jigawa State seventy five percent (75%). However the study suggest that move assistance from State. Federal and other agencies (Bank of Agriculture and Commercial Bank). Is need in order to achieve Small Scale Enterprises create employment in the staff because of the contribution of Small Scale Enterprises create employment in the promotion of economic development should not be under estimated. The research need to find out how Small Scale Enterprises been the economy of the State.

1.0 INTRODUCTION
This research title “the role of small scale enterprises on employment generation (Case Study of Manpower Development Institute Dutse) is to investigate the role of small scale enterprise towards and economic social development of Micro credit programs and micro enterprise size in Nigeria has emerges as major strategies to alternate the problem of poverty and unemployment in the country. The government and nongovernmental organizations (NGOs) have adopted separate approaches and strategies to overcome these issues.
Small scale enterprise play a vital role in economic growth and industrial development of a country and they bring an important contribution in improving economic and social sector of a country through stimulating a large scale of employment of indigenous skills and technology, promotion of entrepreneurship, innovation and enhancing exports.
Small scale enterprise has occupied a place in virtually every country or state. Because of their significant roles in the development and growth of various economies they have been referred to as “the engine of growth of various economies”. and catalyst’ for socio-economic transformation of any country. Small scale enterprises represent the vehicle for the environment of national economic objectives of employment generation and poverty reduction, investment cost as well as the development of entrepreneurial capabilities including indigenous technology. Other benefits of small scale enterprises include infrastructural facilities such as suppliers of various goods and services and distributive trade of goods produced and needed by SMEs, steaming from employees of SME`s and their dependents as well as those who are directly or indirectly with them.
Small scale enterprise in the state have not performed creditably well and hence have not played the expected vital role in the economic growth and development of the state The situation has been a great concern to the government and citizens fractioners and organized private sector. Every year, the government of federal, state and local level through budgetary allocations, policies and procumbent have signified interest and acknowledgment of the role SME sub-sector of the economy and hence made policies for emerging them. There have been fiscal incentives grants bilateral and multilateral agencies support and as well as specialized institutions all geared towards making the SME sub-sector vibrant.
1.1 HISTORICAL BACKGROUND
Manpower Development Institute (MDI) was established on 4th day of May, year 2010, by the enactment of its enabling law no. 7 of 2010; it was standard and competencies of available manpower in both the public and private sector of jigawa state, and Nigeria in general. The MDI building was formally commissioned on 17th march, 2011 by President Gooluck Eibele Jonathan GCFR; at the invitation of Alh. Dr. Sule Lamido, the executive governor of jigawa state who initiated and completed the project. The building complex is located at No. 1 zakar Mai-Malari street, Takur in Dutse, capital of the state.
MDI`S are competency is in manpower training and research on manpower development and other related matters. MDI is providing qualitative training for all cadres of workers in both the public and the private sector, through seminars, conferences, and workshops. These modes of training are mostly hosted in MDI`s ultra modern building, equipped with state of the art training facilities, and many large capacity lecture/ conference theaters all full air conditioned. This is also comprehensive library for books and online access library, an ICT training center with high speed internet connectively and a restaurant operated by professional food service providers. Furthermore, MDI also undertakes staff recruitment related services, and in house training of client staff, at their request.
MDI also undertakes public education and sensitization awareness campaign on behalf of the government, singly or jointly with any local or international organization. The institute have a good network relationship with other manpower development organizations both within and outside Nigeria. Indeed, MDI`s facilities are designed to adequately cater for international standard seminar and conferences; and therefore, all the facilities at MDI could be hired out to clients at a modest fee.
1.2 STATEMENT OF THE PROBLEMS
The central determinant in achieving the economic development of the state is through small scale enterprise, therefore, the state face the challenges of creating employment through small scale enterprises.
The small scale enterprises need also to be assisted by the state and other agencies so as to create employment opportunities. The State also want to ensure that its citizens have been employed. The study will try to identify and analyze the problems associated with employment in the state.
There is absence of modern facilities, no investment and these is no reputable company in the state lastly, the merchants are not patronized in their business.
1.3 OBJECTIVES OF THE STUDY
The objectives of the study are as follows:
• To ascertain the role of small scale enterprise in economic growth of the state.
• To assess the level of employment that increased as a result of the role of small scale enterprise in the state.
• To determine the level of growth and development through small scale enterprises in employment generation in the state.
• Attract potential investors that will support the creation of small scale operations in jigawa state.
• To examine the applicability of role of small scale enterprises in the business operation in jigawa state.
1.4 SIGNIFICANCE OF THE STUDY
The significance of the study cannot be over emphasized as small scale enterprises are vital to the progress of any country in the world. For any country to growth economically, it must develop small scale enterprises.
This research work will serve as a reference materials, important to policy makers in Jigawa state on how to reduce unemployment in the state as well as to serve as awareness to those involve in small scale enterprises in the state lastly, students can also make use of the research to address unemployment problems.
1.5 RESEARCH HYPOTHESES

1.6 SCOPE AND LIMITATION OF THE STUDY
The research work will only cover Jigawa state as a case study. The research intends to find out how small scale enterprises create employment in conducting a research work of third nature, limitations will be inevitable. The limitation factor is economic and financial constraint which is the main limiting factor to almost every unemployed Nigerian, especially students.
1.7 DEFINITION OF KEY TERMS
• Role: is defined as the degree to which something is involved in a situation or activity and effect that they have on it.
• Employment: is defined as a work, especially when it is done to earn money is loss the situation which people have a network.
• Small scale: is an organization one activity etc. not large in size or extent, limited in what it does.
• Creation: is defined as the act process of making something that is new, or of causing something to exist before.
• Enterprise: is defined as the development of business by the people of a country, rather by the government grant to culture in which people are encouraged to develop small business.
• Small scale enterprises: holder (1968) defined small scale enterprises as the kind of venture which depend upon traditional skills and so can help to build up supply of manufacturing, managerial and entrepreneurial experience which in return can form basis of subsequent more impressive and industrial expansion
