1.0   BACKGROUND TO THE STUDY

1.1   INTRODUCTION

Communication is the science of structure and development of language in the society. Some special problem in the society attributed to the existing problem involves clear unambiguous communication. It is the brief that some writers have attributed ways between natris to problem or cultural misunderstanding and could be alleviated through   international political communication. It torches every sphere of human activity communication manifest it in symbolized verbal form. Aural do communication but it is the ability of main t create symbols descries meaning and interpret message that elevate him from the status of armed.

It serves as an instrument of social interaction it helps to understand and predict the response to situation. It is the means by which pourer is required exercised and sustained. Communication helps to orientate workers toward the goals are consumed attuned and improved.

Communication provides or means by which people in business polities and professional act and interact, exchange information and idea develop plan, proposal and polices make and manage the communication and is indispensable tool ion the management of public sector or society and it is in fact the essence of social system or organization. It is vital part of an organization without no organization can survive. In atypical  organization people gather to accomplish different tasks and each of this task would need the corporation of other people in the organization and they corporate by communication at different level for the organization to of successful.

          Communication as an essential tools for effective management in a public sector organization. It is therefore a menagerie responsibility since no organization such a public sector can function, exist or survive without adequate and effective communication. It effectiveness helps to create mutual understanding among individual and groups in an organization.

1.2   STATEMENTS OF THE PROBLEM

          I will have been interested in going further in this study then this, but inability to go further to due to some factor i.e. General Limited (time constraint) ethical limitation and human complexity problem encountered the problems of collection accurate data in a fermentation case study (Ibadan Electricity Distribution Company of Nigeria, Ilorin).

 

1.3 RESEARCH QUESTIONS

In the effort of carrying out this research, the following questions were formulated.

i.       is there a relationship between effective communication and employee performance in Ibadan Electricity distribution company Babako Olorin branch Kwara State.

ii.     How effective has the communication techniques enhanced employee performance in Ibadan Electricity Distribution Company Babako Ilorin Branch Kwara State.

iii.    To what extent has communication gap affected administration structure procedure in Ibadan electricity Distribution company Babako Ilorin branch.  

1.3   PURPOSE OF THE STUDY 

To find out history of power holding company of Nigeria is the due district.

To find out the network of communication system in Ibadan Electricity Distribution Company

To our problem inherent in the communication system in Ibadan Electricity Distribution Company.

To recommend ways of solving the identified problems.

 

 

1.4 OBJECTIVES OF THE STUDY

The main objective of the study is to examine communication as an essential tools for effective management in a public sector of Ibadan electricity distribution company baboko Ilorin btanch (IBEDC).

v To determine how communication can be useful in overcoming tasks.

v To determine impact communication of the efficiency of the organization.

v To determine whether the failure of an organization may result from effective communication and its impact on employee productivity in a business organization.

v To make a valuable recommendation on how to enhance an effective communication on employee productivity in an organization.

1.5   RESEARCH HYPOTHESIS

The hypothesis to be tested include;

i.        Ibadan Electricity Distribution Company (IBEDC) does not comply with the guidelines of communication which has served as lending poor communication management in the organization.

ii.       Ibadan Electricity Distribution Company (IBEDC) does not comply when communication are not well willing to comply with the principle of communication procedure in the effectiveness of management.

1.6   SIGNIFICANCE OF THE STUDY

The organization function be means of collective actions of people at each individual is capable of taken independent action which may not be reported properly to other people who ought to know about it.  Good communication are required to achieve a coordinated good relationship between individual workers and management, because his terms and condition of work are clearly specified in his contract of employment and in employee handbook.

 

1.7   SCOPE OF THE STUDY  

The study is mainly focusing on power holding company of Nigeria, Ilorin district area office. It will examine communication essential tools for effective management in public sector.

          This study is concerned with the communication system as a tool for effective management with particular reference to IBADAN ELECTRICITY DISTRIBUTION COMPANY Baboko district office.

 

1.8   DEFINITION OF THE TERMS  

COMMUNICATION:- this is the exchange of information and transmission of meaning. It is the exchange of ideas and feeling between two parties.

MANAGEMENT:-this is the co-ordination of human and material resources to achieve organization goal.

ORGANIZATION: it can be defined as the management of parts and specification of individual part of it. It can be regarded as the ability to act as one body of social grouping which is established in a more or less purpose or deliberate manner for the attunement or the accomplishment of a specific goal.

PUBLIC SECTOR: are wholly or partly by the government, public sector are established or incorporate by the government. They are financed with tax payer’s money at least the initial finding is usually firm the public treasury.
