ABSTRACT


This study explores the role of leadership as a key motivational factor within the Nigerian Police Force, focusing specifically on the Jigawa State Command. The research aims to identify how leadership styles and practices impact the motivation, job satisfaction, and overall performance of police officers. The study utilizes a mixed-method approach, combining both qualitative and quantitative data collection techniques, including surveys, interviews, and official records analysis. Key findings indicate that transformational leadership positively influences motivation, fostering a sense of duty, commitment, and professional development among officers. Conversely, authoritarian leadership is found to diminish morale and reduce job satisfaction. The study concludes that effective leadership is crucial in enhancing the operational efficiency of the Nigerian Police Force, and it recommends the implementation of leadership development programs tailored to the unique challenges faced by the Jigawa State Command. This research contributes to the broader discourse on organizational behavior and public sector management, highlighting the importance of leadership in maintaining a motivated and effective workforce within law enforcement agencies.

CHAPTER ONE

Introduction


1.1 Background of the Study

The most important human activities are leadership questions and motivation, ever since people began forming groups to accomplish aims, they could not achieve their aims as individuals. Leadership has been essential to ensure the coordination of individual efforts. A society has come to rely increasingly on group efforts and as many organized group have become large, the task of leaders has been rising in importance. Leadership we know have no universal definition some leadership scholars have defined it according to their views. Therefore leadership could be seen as a social influencing process for the attainment of goals. A leader is the most influential person in an organization who provides direction, guides group activities and ensures that group objectives are attained (Nwachukwu O. 1999:146) furthermore he saw leadership as a process where one person exerts Social influence Over the members of a group. Motivation are those various reason why people work, may be to earn respect among associate to earn salary and wages to acquire prestige and honor. In all these variety of reasons, culture seems to be a determining factor what actual make the between healing and sick organization and the worker. According to Howell and Dipboye (1982) they mostly depends on organization ability to discover sustain and meet the workers need.

Therefore motivation can be seen as whatever thing that makes a person to bring out his or her best, management is the process of utilizing resources of a firm that accomplish designated objectives. Epifocal research finding that the situation, in which a leader operates, shape is leadership. The performance of leader is to associated with his situation in which they find themselves. War leaders in Europe, U. S. A, Russia or Nigeria have exhibited special leadership qualities that made them the idea of their contemporaries, Churchill, Washington Hitler and Yakubu Gowan to name but a few. All the studies points out that there is a relationship between the leader and outcomes which are contingent on some aspect of situation. Thus, the leader s behaviors and leadership qualities are only part of the factors, affecting leadership in an organization.

Factors such as behavior of member, structure of the organization from the leader are important depending variable that affect the leadership process. When we talk about motivation in an organization, it refers to human satisfaction, since human behavior depends on some basic needs in life. Motivation is an important element to every employee is it private or public sectors. Motivation on the other hand plays a vital role in effective performance of staff. It is a well-known fact that workers performed better if they are adequately motivated. Every organization expects greater output and profit. Therefore, if this is to be achieved, existing staff must be motivated to enable them discharge their duties competently and efficiently.


1.2 Statement of the Problem

There is no organization that can achieve its goals without leadership and motivating their subordinate, therefore leadership and motivation plays an important role and the progress and survival of any organization. Lack of incentives to their subordinates to prevent them from running away to another motivating organization. Sincerely speaking, motivation is the sole responsibility of the leadership but all dismay to the function has more or less been neglected as compared to the reorganization given to the other function.

Therefore, motivation should be given all the necessary control or requirement, activities will not achieve meaningful result unless more consideration 1s given to motivation. Finally in an organization where there is no leadership structure would be face with the following;

Employee absent: Some employees will avoid the resulting turmoil by not coming to work or seek employment elsewhere.

Low Moral: Unhappy workers lose optimism and enthusiasm for work.

Lack of Motivation: e.g low pay, poor performance appraisal lack of staff training and lack of staff promotion will retard workers from doing their work effectively and efficiently since their efforts are not rewarded as at when due. Indiscipline of worker: this has contributed a lot to the problems of organizations. Some workers have been found in the habit of disobeying simple instructions from their superiors, which in one way or the other jeopardize organizational growth and development. The rate at which workers absent themselves from duty without permission from the appropriate authority for reasons best known to them have really pose a problem on management of organizations, In other words, absenteeism is an employee's intentional or habitual absence from work. While employers expects workers to miss a certain number of workdays each year, excessive absences can equate to decreased productivity and can have a major effect on company finances, morale and other factors.


1.3 Objectives of the Study

The main objective of this study is to examine leadership as a motivational factor to an organization. The specific objectives therefore are as follows:

1. To examine leadership and motivation is a necessary tool for the achievement of organizational goals and objectives in the Nigerian police force, Jigawa state

2. To examine the level of efficiency of workers in an organization 1s determined by the magnitude of motivation provided by the management of the Nigerian police force, Jigawa state

3. To assess the level of efficiency of leaders and workers is determined by the Nigerian police force, Jigawa state

 


1.4 Research Hypothesis

A hypothesis is a proposition assumed for the sake of argument or a theory to be proved or disproved by to facts. It is an assumed answer to a problem. It is also a guide to a research work. Suggestions collected from the respondents are as follows:


Hi;- there is no significant relationship between leadership and motivation for the achievement of organization objectives.

Ho- there is significant relationship between leadership and motivation for the achievement of organization objectives.


Hi: Staff development and training programme should not be encouraged performance of staffs
Ho: Staff development and training programme should be encouraged performance of staffs.


Hi: The Staffs need to Provide with House and Transport Facilities for encouraging their performance

Ho: The Staffs does not need to Provide with House and Transport Facilities for encouraging their performance.


1.5 Significance of the Study

The significance of this research work lends reduce to this exercise. It serves as enlightenment to management of organizations on how best to boost the morale oT the Nigerian police force, Jigawa state through motivation which in turn increases their sense of belonging and their output. This work will also serve as a panacea to management of organizations in arriving at dependable solutions to management consultants. This work will serve as a guide to political leaders on the type of leadership style they will adopt, which will faster peace and stability in the society. The researcher is beneficial to those who want to know more about what leadership and motivation is all about. For those who have not come across anything like leadership or motivation, it is believe that whenever they read this project, they could be able to know what leadership and motivation is all about. Likewise for the student and those who are working in different organization, it can be significance importance to them.

Furthermore, for those who want to go for further study on motivation should Contact more relevant textbooks and other information being documented on motivation which the researcher will not be able to come across as a result of the factors which will be stated in my limitation study.


1.6 Scope and Limitations of the Study

The research is limited to Jigawa State Police Command based on the facts and findings. However, the research will critically look at the type of leadership and motivational factors used by the Jigawa State Police Command and how they affect leadership. There is need to conduct a survey of the leadership to find out what they feel on how they being motivated whether it is proper, encouraging and reasonable tor their role and motivation. The constraints could be seen as follows: Finance, lack of time due to the tight schedule of academic calendar, unwillingness of some of the respondents to answer questions posed by the researcher. All these place limitation on the extent the researcher can go.


1.7 Definition of Term

The researcher has defined the key word that constitutes and other words may reflect the readers and users of the research work to have a full understanding of the subject.


1.7.1 Leadership

Leadership is a social influencing process for the attainment of goals. A leader is the most influencing person in an organization who provides directions, guides group activities and ensures that group objectives are attained. Weber, M. (1947) the functions of leadership prevail all organization. A good leader therefore, 1s one who 1s capable of persuading other to move enthusiastically towards the achievement of group goals.


1.7.2 Motivation

This means getting the members of the team to pool their weight effectively, to give their loyalty to the group and to the task to carry out properly the activities allocated and generally to play effective part in the operational, With this general services or task that the organization has under taking. Inspiration, goes process of supervision to ensure that the working teams are keeping to the plans and attaining adequate level of effectiveness economy or work. Remi, A. (2004).


1.7.3Organization

Organization lt can be seen as pattern for combining the men and material or a business to for our present purpose; we shall define organization as social unit or human grouping deliberately created to achieve specific goals. Our definition includes Hospitals, Business company etc. Tribes' ethnic group' friendship cheque, families, mobs etc. excluded from our definition. Mekannen, S. (2009).


1.8 Historical Background of the Study Area

Jigawa state created on Tuesday 27" day of august in the year 1991 by the head of state general Ibrahim Badmasi Babangidan's administration. Meanwhile Jigawa state was formerly a historical part of the old Kano state with its headquartering at Dutse. The state as could say is predominantly rural and dependent on subsistence agriculture as well as small scale business outfits in the neighboring states that is Bauchi, Kano, Katstina and Yobe state respectively, therefore, the Jigawa state command was created in the year 1991 located in Dutse L.G.A former N.R.C secretariat, under the leadership of Alh. Lawal Mashi who was the first C.P from 1991-1992. The Jigawa state commands have the strength of 2,120 officers, including inspectors and ranks and files. The command consists of the following department and sub-department, each department performs its schedules of functions enumerated in part III of police regulations 1968. regulations 1968. The command consists of three department including sub- department, three area commands, and 27 divisions as of then, this department consist of (A) administration department, crime investigation department (C.1.LD), and Bop's operational department. The area command comprises of Kazaure, Hadejia, and Birnin-kudu area command.

The command was relocated to its permanent side Takur site. In the year 2008 under the leadership of C.P Sule Abubakar, now the command had additional four department, four area Commands and two divisions. The four departments comprise of D.L.S department of logistic and supply, ICT (Information departments Communication && Technology), R and P department of research and planning, and D.T.D department of training and development. The four area commands consist of Kafin-Hausa area command, Dutse area command, Gumel area command, Ringim area command and the two divisions are Fanisau division at Dutse L.G.A, and Bamaina division at Birnin-kudu L.G.A and some police station, police out post that cannot be mentioned in this study, in a nutshell, Jigawa police was created during the creation of Jigawa state by General Ibrahim Babangida.
