1.0 INTRODUCTION
Jigawa
state motto “a new world” presupposes a virgin land full of opportunities. Yet,
for over a dosage since was create out of old Kano state in August 1991, a
framework that would enable stockholder to take advantage of these bountiful
opportunities for sustainable development was elusive. The quest for
socio-economic development was more or less approached in an uncoordinated and
haphazard manner. (Hand book of ministry of economic empowerment Jigawa state
(2012)).
Consequently,
Jigawa has not benefited from true socio-economic transformation that would
have resulted in a higher rating on the Human Development Index (HDI 2003). In
fact, until recently, the state had neither found its bearing nor a solid
foundation for rapid and sustainable socio-economic development. We recognize
that development can no longer be left to chance, especially if persistence and
multi-dimensional nature of poverty among large segment of the world
population, (particularly in developing countries) is considered, by UNDP
management development and governance division, 1997.
This
couples with the complex nature of the process of achieving societal
transformation towards sustainable human development adds complexity to the
problems. Development must thus be pursued within a well-articulated and
strategic framework with the full participation of all stake holders.
For
Nigerian in general, and Jigawa state in particular, the new millennium has
brought with it numerous opportunities and challenges. On the one hand, return
to democratic governance; desire for reform from a more enlightened policy; and
increased commitment and coordination of development assistance by donor
agencies or grand opportunities for an accelerated socio-economic development.
On the other hand however, increases convergence of the world social and
economic interest; increasing incidence of poverty among a large section of the
Nigerian society; and a quest for viable options towards attainment of the
millennium development goals (MDGs) are daunting challenges that the country
will continue to grapple with foe some time. (Monday et. al, 2004).
Three
distinct policies that have been the hall mark of Jigawa state in its major
ramification since 1999. First there was the government policy stance of
pursing programmes targeted at socio-economic growth and poverty reduction.
This has largely been through such programme as sugar cane production; skills
acquisition centre; development of infrastructure (particularly road, and water
supply), establishment of boarder free zone, and a host of other policies.
Second,
the pursuit of governance reform programme through the bureau for the state and
local government reform (BSLGR) established in collaboration with the (DFID)
supported state local government programmes (SLGP). This includes public
expenditure management and civil service reform.
Third,
is the attempt to put together in an articulate, comprehensive and holistic
manner. The various stands of government policies and strategies in to a
document that would serve as a compensation for the long term sustainable
development of the state, it is this trio that provided the ingredient for the
development strategy (J-SEEDs). According to Johnson and others, July 2004 SLGP
consultant report number 201.
1.1HISTORICAL BACKGROUND OF THE CASE
STUDY AREA
In
principles, state economic empowerment and development strategy (SEEDS) has
been in Jigawa state in its major ramification since 1999. The directorate of
economic empowerment was established as a direct response to the dire
consequences of unemployment. Thus with a view to improving economic potentials
of persons and the state at large.
The
directorate was mandated among other things, to design and implement programmes
to combat mass unemployment as well as articulate policies aimed at developing
work programmes and schemes, entrepreneurship development,
training/empowerment, rural employment, development creation, skills
acquisition training. Employment promotion; through training and loans facilities.

Those
programmes and scheme ware put in place and directed towards the general
economic empowerment of people of Jigawa state. A part from programmes, there
are tranches and units that perform functions while facilitate economic
empowerment delivery activities across the state.
1.2 STATEMENT OF THE PROBLEMS
Looking back for decade the increasing
unnecessary human suffering due to chronic unemployment, poverty, illiteracy,
unfavorable economic condition, norm less ness, drug abuse, frustration, high
vulnerable to social problems and other dictionary impulsive actions in the
society which brings, about de-generational development on the affected people
and the society at large.
In
high of the above, there is a need to review the situation through bringing
strategies for awareness and orientation about the numerous opportunities in
the state with a view to encourage private individuals as well as the general
public to wake-up and make good use of such resources possible through
investment creation and or employment generation etc.
These
are some of the problems that called to the attention of the researcher to form
the idea of this study.
1.3
OBJECTIVES
OF THE STUDY
The
general objective of this study is to examine the effects of state economic
employment and development strategy in Jigawa state ministry of economics and
empowerment Dutse, Jigawa state. The specific objectives include:
1.
To determine how inappropriate
implementation of the SEEDS programme affects the purpose of the poverty
reduction.
2.
To ascertain to what extent
effectiveness and efficiency can be improved in the delivery of basic social
services by including stake holders in the implementation stage.
3.
To examine how increase in
resources allocation to poverty reduction strategy can improve the level and
quality of basic infrastructures.
1.4 SCOPE AND LIMITATION OF AREA OF
STUDY
This
research would cover all the 27 local government of Jigawa state, this is due
to the researcher’s limited time and financial constraints, the researcher
cannot go round the whole state. Indeed. I limited myself to Jigawa state
ministry of economic empowerment which can be enough to capture the desired
data for this study. Like in each every research report this is reasonable most
have a various problems as a result of reasons. The following are some of the
problems faced by the researcher in evaluating the Jigawa state government
development strategies.

the researcher (time factor)
Hypothesis
refers to a proportion that is stated in a testable from and it predicts a
particular relationship between two or more variables. There are two types of
hypothesis. They are alternative hypothesis usually donated symbol Ho and null
hypothesis which is donated by H1. In view of the hypothesis that is to be
tested are basically four. These are:
1.
Ho: government strategies cannot
lead the state to a better economic development.
H1: government strategies can lead the
state to a better economic development.
2.
Ho: economic development could
not be achieved through government policies and strategies.
H1: economic development could only be
achieved through government policies and strategies.
3.
Ho: too much engagement in
economic activities couldn’t bring about high economic development of the
state.
H1: too much engagement in economic
activities cold bring about high economic development of the state.
4.
Ho: Jigawa state government is not
committed to determine and recommend development policies and coordinate their
implementation.
H1: Jigawa state
government is committed to determine and recommend development policies and
coordinate their implementation.
This
study would be primary important as it aimed at empowering the unemployment
youth, retiring civil servants and serving civil servants with the skills that
will have more positive impact on the economy of the state.
1. EVALUATION
Evaluation
is the process of determining significance or worth of something, usually by
careful appraisal and study. Evaluation is the analysis and comparison of
actual progress its pri-prior, plans, oriented toward improving plans for
future implementation. It is pent of a continuing management process consisting
of planning, implementation and evaluation; ideally with each following the
other in a continuers cycle unit successful completion of the activity.
2. DEVELOPMENT
Development
describes the growth of humans throughout of life span, from conception to
death. The scientific study of human development seeks to understand and
explain how and why people change throughout life. This includes all aspects of
human growth, including physical, emotional, intellectual, social perceptual
and personality development. The scientific study of development is important
not only to psychology, but also to sociology, education and health care.
Development
does not just involves the biological and physical aspects growth, but the
cognitive and social aspects associated with development throughout life. By
better understanding how and why people change and grow, we can then apply this
knowledge to helping people live up to their full potential.
3. STRATEGY
A
strategy is an organization plan to achieve its mission which is the purpose
for the organization existence. Effective strategies are also developed through
proper evaluation of SWOT analysis to gain competitive advantage.
