ABSTRACT

 This research work dealt critically on the Role of non-government organization in the development of rural areas as Ideato North Local Government in Imo State was to access the level of participation of the non-governmental organization in promoting the development of the area in which they are located. In the research and methodology secondary sources of data were used altogether with question not to talk of making positive impact on the development of rural areas- some basic facilities like potable water, good roads and electricity are lacking in the rural areas where the N G O operate they has been seen as a factor that impede the development of rural areas.

CHAPTER ONE

INTRODUCTION

 

1.1      BACKGROUND OF THE STUDY

Across the globe, must area have enormously been milked to impoverishment: and this is of advantage to urban areas. This ugly condition of the rural dates back to the British colonial ruler over Nigeria . In order words, the neglect of development was inherited at indepence and carried along by most successive governments for instance, during the colonial era, here was abundant natural resources in rural area which were exploited without a commensurate development agenda for such areas.

Power in reality was more concentrated and centralized than dispersed especially at the federal level of government owing t this type of polities’ structure, there was a clear cut distraction between the development rate of urban and rural area. In recent times, the issues of development has becomes crucial in political social and economic life of the nation, this can be attributed to the fact that the rural area and their inhabitants constitute about 70% of the nations population.

Mohammed J.I (1985) with the dwindling economy of the nations the government cannot solely shoulder the responsibilities of development of the entire nation.

It therefore becomes imperative that effective development strategies should be adopted towards active participation of the citizens to disabuse their minds that they can only becomes passive recipients of the benefits of government development efforts.

For a realistic development to be sustained in the rural area, their must exist active collaboration between government, non government organization, communities and the rural dwellers. The rural people needs the recognition and help of government to enable them form co-operative and production organizations for quicker development. They should be involved in decision making process and this will go a long way in encouraging them. Since the past few decades, various non-governmental organizations have shown interest in the development of the rural areas.

Various communities which have not benefited from the limited financial resources of the government have also embarked on their own development project

 

1.2    THEORETICAL FRAMEWORK

Every research work must be compounded in one or two theories as the case may be. This particular research is built on the group theory. This is the frame work adopted in the generalization and analysis of data. The adoption of group frame work of analysis drawn from the appreciation that igwebuike age-grade in umikea of ideato North local government area of Imo state, sappear-headed the  building of recreational parks and garden, civil centers and town halls, for the development of ideato North local government.

According to group frame work theories, non-governmental organization (NGOS) consist of interactions that exist among different group which is been made up of igwebuike age-grade umunikea of Ideato North etc for the purpose of achieving certain identified objectives. The significance point in this proposition is that to understand the activities going on in a given age-grade that must be viewed as a collection of various groups male, female,  youth, the elderly etc. that are constantly in interaction, which made up of the non-government  organization so as to achieve a developmental object in Ideato North government Area.

Among the popular group theorist are Jullins Nyerere in (1974) in Tanzania who initiated the ujana development scheme as a way of improving the life of rural dwellers. A primary commitment of Ujama is to the motion of collective works, which situated on group theorist, using age –grade system because of the activities of groups. To understand the non-governmental organization and their activities, we must take them in he context group.

1.3    STATEMENT OF THE PROBLEM

Development of the rural area has been a constant issue in Nigeria economic and political history and non-governmental organizations being one of the major effective instruments on the rural area, have not actually made enough impact on the social and physical aspect of development owing to the following factors.

1 Inadequate co-operation between governmental and non-government organization

2    Inadequate orientation of the people toward national development

3    Financial constraints

4 Most development projects embark upon by various non-government organization are commonly capital intensive and has made their objectives to end mid-way

5   Lack of encouragement from the rural dwellers and government impedes the non-government organization from going into development projects

1.4 OBJECTIVE OF THE STUDY

The aim of this work to access the role being played by non-government organizations in development of rural and the following are to be looked into

1   To identify the causes of law rate of involvement development activities

2   To proffer recommendation on how to make non-governmental organization more efficient and effective

3   To establish the strategies adopted by non-governmental organization in the development of rural areas using ideato North as the area of focus

4   To examine whether the movement or the system of operation of non-governmental organization have contributed immensely to the establishment of infrastructural services in the development of rural area

5   To examine how non-government organization generate funds.

1.5   RESEARCH QUESTION

1   Is lack of basic  infrastructure in the rural areas a hindrance for carrying out development project by the non-governmental organization?

2   Are non-governmental organizations willing to promote and carry on development project in rural areas?

3   Does non-governmental organizations welcome or in support of establishment of national orientation agency?

4   Are rural people given adequate orientation toward rural development?

5   Will adequate orientation of the people bring improvement in the development of rural areas?

6   Does co-operation between government and non-governmental organization motivate non-governmental organization towards embarking on developmental project?

1.6   SIGNIFICANCE OF THE STUDY

The research work is being observed with the topic prospect and roles of non-government organization it is observed to identify the roles that are encountered by rural dwellers in the development of rural areas and how these are carried out in ideato North Local Government Area.

The findings of this research will undoubtedly be beneficial to rural dwellers.

1.7    SCOPE AND LIMITATION OF THE STUDY

This study is limited to two selected non-governmental organizations operation in Ideato North Local Area in Imo state. These organizations are sonny Benson Ltd Uruala and Aroma foundation Ltd both in Ideato North Local Government Area.

Their movement in the development of their rural area was assessed during the research and it was discovered that both organization in 1960 jointly established secondary school known as “igwebuike secondary school, Ideato.
