ABSTRACT
The main aim of this project is to examine the challenges of managing publicly developed residential estates in Lagos, using Festac Town as, the case study. For such an estate to maintain its value, need to be provided to prevent it from obsolescence.
In a developing nation like Nigeria, the Government is trying very hard to improve on the quality of their services in terms of social amenities, infrastructure, water supply, waste disposal, street light etc. so that the residents of the estate‑ would derive sufficient benefit. The magnificent estate which come into being as a result the decision of the then Federal Military Government to initiate a large housing scheme with the metropolitan area of Lagos in order to provide shelter to a large number of people. Another aim of initiating this project among other thing is that the Federal Housing Authority (FHA) should embark on a deliberate preventive maintenances policy in the estate.
In the course of this research, questionnaires were administered and 38 copies were answer. It was found that occupancy ratio in Festac Town is high. Finally, the project recommended that before the actual allocation of residential accommodation in any public estate, new occupants should be given proper orientation, enlightment and awareness of the facilities provided and the need for their proper maintenance so as to prevent them from further deterioration.

GENERAL INTRODUCTION
1. 1 INTRODUCTION
In general buildings are under managed in Nigeria particularly in the public sector Housing, other reasons that would be advanced for this little attention on managing public estates includes wrong priorities and the erroneous feeling that whatever is maintained is invariably inferior to new building. There can be little doubt however, that dilapidated and unhealthy buildings in a decaying environment depresses, the quality of life and that the condition and quality of building reflects public pride or indifference.
Public building can be defined as land and building that are owned by the government. A lot of capital is invested into the erection of buildings for the use of the general public to serve one purpose or the other this may be to provide social services for the public or due to large capital by such projects make government to invest in its construction at a subsidized rate etc.
1.2 STATEMENT OF PROBLEMS
In Nigeria, property management has been neglected by property owners. Presently, deteriorates at a very fast rate and thereby reducing the value of the property. These questions now readily comes to mind:
i. Why has property owners left their properties in a bad state without doing something about it? Is It due to financial problems, constructional problems of social problem?
ii. How effective are the management measures implemented by the housing corporations in public estates?
1.3 AIM AND OBJECTIVES
The aim of this study is to examine the challenges of managing public developed residential estates in Lagos using Festac Town as a case study.
The objectives of the study are:
1. To assess then satisfaction level of the residents of public housing units.
2. To determine the various infrastructural facilities that exists in Festac Town.
3. To analyze the problems confronting the management of public developed residential estate.
4. To suggest ways of solving the associated problems with the management of public residential estates.
1.4 SIGNIFICANCE OF STUDY
This study is particularly relevant in the area of property management because it will help in providing solutions to the problems being encountered in the management of public buildings estates. The study will also provide a sustained body of knowledge that will encourage further research in this regard.
1.5 SCOPE OF STUDY
The scope of this Study is limited to the challenges of managing public developed residential estate in Lagos State. A study of Festac Town.
1.6 LIMATATION OF THE STUDY
The problems encountered during the course of the study are:
i. The absence of adequate record
ii. Time is another set back encountered because this student had to rush the work so as to meet the submission date.
iii. Problems of data collection due to the attitude of the management concerned and respondents to complete questionnaires and oral interview.
Therefore, this project work is limited to the facts and figures within the reach of the researcher.
1.7 DEFINITION OF TERMS
1. Management: Is the planning, motivating and regulating the activities of person towards effective and economical achievement and accomplishment of a given common task.
2. Public Estates: These are land and building owned, and directly managed by public authorities and those rights of control which authorities exercise over the state of all private owners.
3. Property Management: The process of maintaining and creating value in real property consistent with the owner’s objectives and in compliance from the highest standard of professional ethnics.
4. Infrastructures: Is used to describe services and facilities that are integral part of urban community life.
5. Estate: This is a legal entity denoting the character and quality of rights that an owner posses in property management purposes.
